Horizon represents a fundamental change in criminal justice from retributive justice to restorative justice. 

Horizon implements its mission and vision by establishing faith-based residential programs in prisons. A prison wing - and even an entire prison -  is converted into a living and learning environment, and programs are presented by volunteers that effect an inner transformation of inmates, enabling them to live with others in mutual support, trust and respect – a critical need in reentry preparation.

Horizon seeks to work with all stakeholders to achieve the common    mission of transforming lives of the incarcerated and their families.

Respect
Horizon Communities are communities of respect, of the institution, of self, of others. Horizon participants model respect in their language and actions, fostering respect for human difference, be they religious, racial, gender, age, or cultural.

Family
Central to the Horizon experience is community and family. Organized into "pod families," programs focus on improving personal and family relations, restoring family linkages.

Inclusiveness
Horizon Communities in Prisons are inclusive of the major religious traditions that are supported by the local community surrounding that prison. While the largest majority (over 95%) of participants are Christian, no effort is made for conversion toward those who are not. To date, this multi-faith approach has built bridges of respect and understanding among inmates, volunteers, staff and clergy far beyond anyone’s expectations.

Service
The ultimate aim of the Horizon community is to grow in service to others and God.

Volunteerism
The sacrificial presence of volunteers constitutes the mystery of the healing presence of the community.
